Filn not dissolving or activating

Hi Guys new ti hydro dipping... have all the proper gear tank etc... prepped samples correct as i have spray painted before... film doesnt seem to dissolve in water. Tried shorter time longer time.. film does move as in slightly stretch then shrink then when i active it doesnt glass out... ive tried under and over activate and tried times too.. any help would be great.. 2 images attached are best of about 10 i tried

Is the film on the water upside down? Nothing will happen if that's the case. It won't soften or activate.

Are you using aerosol activator? Definitely looks under activated.
What is your water temp?
What is your soak time?
Is stick side down on the water?
How are you applying activator?
