I assumed that was the PVA immediately after the dip. If that's the clear coat (lacquer), then it looks like fish eyes. Any number of things can cause this. Mainly contamination of some kind.
Those are what we call fish eyes. They are caused by numerous things, but ultimately it is contamination. You have something in your process that is not compatible with your topcoat. I will post a link to a list of things that can cause Fisheyes
