Type of base coat?

Hi, first of all sorry if my English isn't perfect. Can you tell me what type of base coat is used in hydro graphics? Can it be done directly on 4:1 primers like on this image. primers
Also can it be used on automotive base coats like this one
I ask this because this products are available to me in Serbia. Thank you in advance.

    @DJole I have never used that primer and paint before, but it looks solvent based. Solvent based paint can be dipped too, but there is a "dip window" (a period of time that the item needs to be dipped within after it is painted). For most solvent based paints that is 12 hours. We put a safety factor in, and say "don't wait more than 8".

    Yes its solvent based paint... Water based paints are rare in my country. Thank you for your answer.
