Need some pics and more info.

Type of part, what is it made from, detail of prep done prior to painting
Base coat type & how it was applied?
How long did it dry before dip?
How long after dip before clear?
What type of clear and how was it applied?

Pics will tell us the most tho.

    Help us help you.

Are you using aerosol clear? If so, your first coat was from too close to the part and the propellant from the can burned the film.

Also: ALWAYS take pictures of your failures. It helps tremendously to diagnose problems.

It was dupli-color clear. I let it dry overnight after rinsing. Waiting on my clear gun to arrive. Didn't take a pic before I sanded it down.

With aerosol clear, you have to hold the can away from the dipped part for the first coat to allow the propellant to dissipate so it doesn't burn the print.
